Buy adapter Fiat 4 pin to OBD. And read write by OBD. You can make the Ecu Immo off.
But this is not going to solve dash issues! Like security code bypass for the dash.

You can make only ecu immo off. After that you have to change the eeprom in the dash. And then you can enter a code in the dash. And start the bike without a transponder.
